Dependent/Spouse of a Veteran:
While still on active duty, a service member may request to transfer, change, or revoke a Transfer of Entitlement (TOE) through milConnect. A veteran may transfer Chapter 33 Post 9/11 veterans education benefits to a dependent or spouse with the approval of the Department of Defense (DoD). Information regarding transfer of benefits can be found on the Department of Veterans Affairs’ website. A dependent spouse or child—or the surviving spouse or child—of a Veteran, may qualify for Chapter 35 benefits or job training through a veterans education benefits program. The application can be found online. Once the dependent/spouse has been approved, the Department of Veterans Affairs will send a Certificate of Eligibility letter stating the type of benefit awarded and the terms of eligibility under that benefit. A scanned copy of the Certificate of Eligibility must be submitted when you gVerify. A copy can also be submitted to the Office of the Registrar via email to vetstudentservices@gsu.edu.
To change your veterans education benefits school or program, you’ll need to submit an online Request for Change of Program or Place of Training (VA Form 22-1995). Dependents use VA Form 22-5495. Once the change form has been processed, the Department of Veterans Affairs will send an updated Certificate of Eligibility letter stating the type of benefit awarded and the terms of eligibility under that benefit. A scanned copy of the Certificate of Eligibility must be submitted when you gVerify. A copy can also be submitted to the Office of the Registrar via email to vetstudentservices@gsu.edu.
